The `library' file contains the assembled evaluated data for all of the targets. This file starts with an overall directory containing identification, a list of targets, and a list of offsets to the information on each target. The block for each target starts with a target directory giving basic information about the target, a list of reactions and the types of data given for each reaction, as well as the location of this data in the file.
